En la D\u00e9cima Cuarta Sesi\u00f3n Extraordinaria del Consejo General del Instituto Electoral del Estado de M\u00e9xico (IEEM) se aprobaron 3 documentos relevantes para el Proceso Electoral Judicial Extraordinario 2025 del Estado de M\u00e9xico: el Instructivo para el Funcionariado de Mesa Directiva de Casilla de la Elecci\u00f3n del Poder Judicial, el Instructivo para el Funcionariado de Mesa Directiva de Casilla Especial de la Elecci\u00f3n del Poder Judicial, y el Cartel \u00bfC\u00f3mo votar? Elecci\u00f3n del Poder Judicial del Estado de M\u00e9xico.

Al respecto, la Consejera Electoral del IEEM, Patricia Lozano Sanabria, indic\u00f3 que estos materiales son instrumentos esenciales para garantizar que el proceso se realice bajo los principios de certeza, imparcialidad, independencia, legalidad, m\u00e1xima publicidad, objetividad y paridad, pero sobre todo con una visi\u00f3n ciudadana.

Detall\u00f3 que el cartel \u00bfC\u00f3mo votar? tiene la funci\u00f3n pedag\u00f3gica de informar, orientar y acompa\u00f1ar a la ciudadan\u00eda mexiquense para que ejerza su voto de manera libre, consciente e informada. Por otro lado, los instructivos del funcionario de casilla especial y para el funcionario de casilla seccional, permiten adaptar los lineamientos nacionales a las particularidades del Estado de M\u00e9xico, indic\u00f3 la Consejera.

Lozano Sanabria explic\u00f3 que los materiales aprobados por el Consejo General brindan herramientas claras y actualizadas a quienes ser\u00e1n responsables de recibir y contar los votos, aseguran que en tanto en casillas ordinarias como en las especiales, la ciudadan\u00eda ser\u00e1 atendida con profesionalismo y respeto a sus derechos, desde la instalaci\u00f3n de la casilla, la recepci\u00f3n del voto, hasta el llenado de la documentaci\u00f3n electoral.

Record\u00f3 que dichos instrumentos se desarrollaron con perspectiva de g\u00e9nero y con un enfoque de derechos que garantice no solo la representatividad sino la inclusi\u00f3n efectiva de todas las personas en este proceso democr\u00e1tico. Aclar\u00f3 que el lenguaje incluyente, la claridad visual y la accesibilidad son ejes rectores que reflejan el compromiso con una democracia que se construye desde lo local y con un paso m\u00e1s a ser accesible y plural, porque no hay inclusi\u00f3n real si no hay materiales comprensibles y la participaci\u00f3n efectiva si no hay ciudadan\u00eda informada.

Durante la sesi\u00f3n, tambi\u00e9n se aprob\u00f3 el Proyecto de Acuerdo por el que se expide el Manual de Procedimientos para la Operaci\u00f3n de los \u00d3rganos Desconcentrados en Materia de Organizaci\u00f3n Electoral, para el Proceso Electoral Judicial Extraordinario 2025 del Estado de M\u00e9xico.

Al respecto, la Consejera Electoral Paula Melgarejo Salgado advirti\u00f3 que el manual proporciona certeza sobre los procedimientos en cada uno de los \u00d3rganos Desconcentrados, desde la entrega y recepci\u00f3n de los materiales y la documentaci\u00f3n electoral en los consejos judiciales electorales, hasta el conteo, sellado y agrupamiento de las boletas.

La Consejera del IEEM explic\u00f3 que el Manual detalla c\u00f3mo integrar los paquetes electorales para ser entregados a las y los Capacitadores Asistentes Electorales Locales (CAES), quienes juegan un papel clave en estos procesos.


La funcionaria electoral subray\u00f3 que este documento proporciona directrices claras sobre lo que debe hacerse en este proceso electoral, asegurando que todas las fases del proceso est\u00e9n organizadas.

El Consejo General del IEEM tambi\u00e9n valid\u00f3 la sustituci\u00f3n de dos Coordinaciones del Secretariado y una Vocal\u00eda en tres Juntas Judiciales Electorales del Instituto Electoral del Estado de M\u00e9xico.
