El n\u00famero 944 de la avenida Paseo Tollocan en Toluca, Estado de M\u00e9xico, aloja un edificio de color blanco y grandes ventanales, se trata del Instituto Electoral del Estado de M\u00e9xico (IEEM). Desde este sitio se garantizan y promueven los derechos pol\u00edtico-electorales, y se organizan elecciones bajo los principios de: certeza; imparcialidad; independencia; legalidad; m\u00e1xima publicidad; objetividad y paridad.

La sede del IEEM fue inaugurada el 10 de diciembre de 2002, despu\u00e9s de nueve meses de trabajos de construcci\u00f3n bajo la direcci\u00f3n del ingeniero Juan Manuel Oseguera Higareda. El dise\u00f1o, a cargo del arquitecto Jorge Eduardo Vald\u00e9s Garc\u00e9s, se fundamenta en una construcci\u00f3n que evidencia los valores de transparencia y neutralidad.\u00a0

En entrevista, el arquitecto Vald\u00e9s Garc\u00e9s comparti\u00f3 que uno de los mayores retos fue dotar al edificio de una imagen institucional que reflejara el car\u00e1cter neutral de la autoridad electoral y la claridad de los procesos que en \u00e9l se desarrollan. \u201cLa gente deb\u00eda tener claro que este era un lugar donde los procesos electorales se realizan de manera confiable\u201d, afirm\u00f3.

Vald\u00e9s Garc\u00e9s destac\u00f3 que tom\u00f3 como referencia, para la estructura principal del Instituto, la organizaci\u00f3n de las casas antiguas de Toluca: con grandes patios rodeados de una serie de corredores y habitaciones; de esta forma, alrededor de la explanada central se encuentran las direcciones y unidades que conforman al Instituto, as\u00ed como la oficina de la Presidencia, la Secretar\u00eda Ejecutiva y las Consejer\u00edas, mismas que se agrupan en torno a una explanada que, simb\u00f3licamente, representa el centro de la toma de decisiones.

Uno de los espacios m\u00e1s representativos del IEEM es la Sala del Consejo General, ubicada a nivel subterr\u00e1neo. Su acceso es a trav\u00e9s de una estructura de acero y cristal templado que da paso a un recinto cuyo techo es una c\u00fapula que muestra, desde el patio central, la silueta del territorio del Estado de M\u00e9xico.

Gracias a su concepci\u00f3n arquitect\u00f3nica, el edificio del IEEM es tambi\u00e9n un espacio de encuentro y di\u00e1logo con la ciudadan\u00eda. \u201cLa inclusi\u00f3n se refleja en la capacidad que tiene el edificio de ser transitado por todas las personas; desde el acceso se ve la rampa que ocupa la mayor parte de la plaza, hasta el interior del edificio, las personas en silla de ruedas, con andaderas o muletas pueden recorrer el edificio por todos lados\u201d, explic\u00f3 el responsable del dise\u00f1o del inmueble.

Con el tiempo, los espacios de trabajo del IEEM han crecido para atender nuevas necesidades operativas, sumando actualmente m\u00e1s de 20 mil metros cuadrados. Este desarrollo ha permitido al Instituto seguir cumpliendo con sus atribuciones legales, sin perder de vista su dise\u00f1o original.
