El Instituto Electoral del Estado de M\u00e9xico (IEEM) present\u00f3 el C\u00f3digo de conducta, el cual es un instrumento en el que se establecen los principios, valores y reglas de integridad que deben observar las personas servidoras p\u00fablicas electorales en el ejercicio de sus funciones, a fin de que imperen en las labores cotidianas los principios rectores del ejercicio del servicio p\u00fablico, as\u00ed como cumplir con lo establecido en la Ley del Sistema Anticorrupci\u00f3n del Estado de M\u00e9xico y Municipios, y la Ley de Responsabilidades Administrativas del Estado de M\u00e9xico y Municipios.

Durante la presentaci\u00f3n -en el Auditorio institucional y a trav\u00e9s de YouTube con el usuario IEEM Oficial- ante las Consejeras Electorales, Paula Melgarejo Salgado y Sandra L\u00f3pez Bringas, el Consejero Electoral, Francisco Bello Corona, titulares de las diferentes \u00e1reas adscritas, servidoras y servidores p\u00fablicos electorales, el Contralor General, Jes\u00fas Antonio Tob\u00edas Cruz explic\u00f3 que este documento describe el comportamiento que se espera de las personas servidoras p\u00fablicas en el \u00e1mbito laboral y de esa forma contribuir a que la instituci\u00f3n cumpla con sus objetivos de forma eficiente y eficaz.

A su vez, mencion\u00f3 que el c\u00f3digo es de observancia general y de car\u00e1cter obligatorio para todas las personas que desempe\u00f1en un empleo, cargo o comisi\u00f3n, dentro del Instituto, sin importar su r\u00e9gimen de contrataci\u00f3n y sin perjuicio de sus derechos y obligaciones.

El Contralor General tambi\u00e9n explic\u00f3 que \u00e9ste nuevo documento aplica en conjunto con el C\u00f3digo de \u00c9tica (actualmente en vigor), en cuyos lineamientos mencionan que cada ente p\u00fablico, previa aprobaci\u00f3n de su respectivo \u00f3rgano interno de control, emitir\u00e1 un C\u00f3digo de Conducta.
Asimismo refiri\u00f3 que el instrumento que se present\u00f3 se encuentra integrado por 20 art\u00edculos comprendidos en tres cap\u00edtulos, estructurados de la siguiente manera: el primero sobre las Disposiciones Generales, el segundo, acerca del ejercicio de los principios, valores y reglas de integridad del IEEM y el tercero, de la difusi\u00f3n e interpretaci\u00f3n del C\u00f3digo de Conducta.

\u201cPor ejemplo, en el caso de las reglas de integridad, \u00e9stas comprenden la actuaci\u00f3n p\u00fablica, tr\u00e1mites y servicios, procedimientos administrativos, control interno, informaci\u00f3n p\u00fablica, entre otros, y sobre los principios, valores y reglas de integridad se destaca el participar activamente en la construcci\u00f3n de una cultura de servicio e identidad institucional encaminada a la satisfacci\u00f3n del inter\u00e9s p\u00fablico\u201d, mencion\u00f3.

Record\u00f3 Jes\u00fas Antonio Tob\u00edas Cruz que con el incumplimiento de dichas normas se pueden hacer acreedoras o acreedores a una sanci\u00f3n administrativa contempladas en la Ley General de Responsabilidades Administrativas y tambi\u00e9n la que compete en el \u00e1mbito local.

Por \u00faltimo, asegur\u00f3 que el C\u00f3digo de Conducta permite refrendar la vocaci\u00f3n democr\u00e1tica del servicio p\u00fablico a favor de la ciudadan\u00eda.
